Methodology and limitations
Philly Rental Compliance groups available City license and violation rows by the five-digit property ZIP code. "Active rental licenses" counts records marked active by the source; upcoming expirations use the date on those records. These are platform-calculated aggregates, not an official City statistic. City responses may be cached for up to 30 days and can be delayed, incomplete, or corrected later.
Neighborhoods are approximate. We intersect the City ZIP polygons with the OpenDataPhilly neighborhood polygons in a common equal-area projection and select up to four names covering at least 1% of each ZIP. The displayed names are the source's exact neighborhood labels. ZIP boundaries are cartographically adjusted; neighborhood boundaries are community reference data, not an official City declaration.
The geography was downloaded September 7, 2026. The City ZIP layer was last revised August 25, 2025; neighborhood data is dated April 24, 2024. Neighborhood data is by Robert Cheetham, adapted by spatial intersection under CC BY 4.0. Area shares include parks, airports and other mapped areas; they do not measure population, rental density, land-only area or water coverage. A ZIP can contain smaller overlaps beyond the selected names.
Adjacent links require more than one meter of shared source boundary; corner-only contacts are excluded. Comparisons use the same validated statistics generation and link only to ZIPs with published neighborhood context. They are geographic comparisons, not travel directions or safety rankings. Active licenses count source rows, not units or distinct homes. Open violations count only City violation records on parcels that have an active rental license, matched by OPA account number; a violation at a property with no active rental license on the same OPA account is not counted. Open violations can include multiple records for one property. Category shares use open records as the denominator, never the number of rental properties.
Statistics come from the City's L&I open data: the business licenses and code violations datasets. If a refresh fails, the last validated snapshot remains visible with its original date. The source response dates can differ; the oldest dates the combined snapshot conservatively. No neighborhood figure is inferred by multiplying a ZIP total by an area share.
