Can the service guarantee a license renewal?

No, and any service that promises otherwise is promising something it does not control. The City of Philadelphia controls its own records, reviews, and processing times. We report what the City's public data shows; we cannot and do not guarantee City outcomes or timelines.

What determines a Philadelphia renewal is the City's own checklist, applied by the City. At issuance and every renewal, L&I re-verifies its prerequisites, including the Code's Title 4 violation-notice test, City tax standing, and required lead certification or exemption for covered Targeted Housing. A rental license may issue or renew only if the property has no outstanding Title 4 violation notice that has been of record for more than 30 days, unless the owner filed an appeal that remains pending and notified L&I of the appeal in the manner L&I prescribes. Each of those is the City's call, on the City's timeline.
