I live outside Philadelphia. What's this new Local Agent requirement?

Effective July 6, 2026, an owner that neither resides nor maintains a place of business in Philadelphia must register, under oath for each licensed property, a Local Agent who is a natural person over 18 with a Philadelphia Physical Address and a valid, regularly monitored email address.

"Nonresident" is broader than out-of-state. The rule covers an individual or entity that neither resides nor maintains a place of business in Philadelphia and owns or controls covered property; this can include an owner in the Pennsylvania suburbs with no Philadelphia place of business. The Local Agent must be a natural person over 18 with a Philadelphia Physical Address and a valid, regularly monitored email. The required information is registered under oath for each licensed property and must stay accurate.

A companion change applies to everyone, resident or not: every rental-license application must list a verifiable physical address, and PO boxes, mail drops, and virtual addresses are prohibited (§9-3902(c)). If your license record still points at a mail drop, that is now a deficiency waiting for a notice.

Enforcement runs through §9-3902.2. After written notice of a deficiency from L&I, the provision supplies a 30-day cure period and identifies fines up to $500 per violation plus possible license denial, suspension, or revocation. If a separate unsafe-condition notice is also involved, different Code provisions may affect a rent or possession dispute. The applicable notice, dates, cure or appeal record, governing law, and case facts control; the address deficiency alone does not decide the outcome.

The Local Agent is separate from the longstanding Managing Agent designation (§9-3907). Every owner of property requiring a rental or covered vacant-property license must designate a Managing Agent: a natural person over 18 who resides in Philadelphia or customarily or regularly attends a business office maintained in Philadelphia. A nonresident owner covered by the Local Agent rule must keep both designations current. Confirm the people and contact information actually filed for each active license rather than assuming a management contract satisfies either requirement.
